Regula builds identity verification (IDV) software and forensic hardware used to authenticate government-issued documents and detect fraud during onboarding, border control, and KYC processes. Its core asset is a proprietary template library covering more than 16,000 identity document types from 254 countries and territories, built over more than three decades of forensic document science, which it uses to validate security features, detect forged or altered documents, and cross-check biometric data against document photos.

Originally founded in 1992 by forensic engineers, Regula sells both software (document and biometric verification APIs/SDKs) and specialized forensic hardware such as UV/IR scanners used by examiners to physically inspect documents. The company reports deployments at 80+ border control authorities worldwide and use by more than 2,000 organizations across banking, government, and travel.

Regula was named in Gartner’s 2026 Magic Quadrant for Identity Verification, and its combination of a deep forensic document library with modern biometric matching differentiates it from IDV vendors that rely primarily on machine-learning document classifiers without the underlying forensic dataset.
