Overview

Outseer provides risk-based, adaptive authentication and fraud decisioning built primarily for banks, card issuers, and payment networks. Outseer Fraud Manager scores transaction and login risk using device, behavioral, and network signals to decide when to silently approve, step up authentication, or block; Outseer 3-D Secure handles card-not-present payment authentication for issuers; and FraudAction monitors for and helps take down phishing sites and fraudulent mobile apps impersonating a brand. The technology traces back to RSA Security’s long-running Adaptive Authentication and fraud-intelligence business.

Outseer was spun out as a standalone company in June 2021, when Symphony Technology Group (STG) — which had acquired RSA Security from Dell Technologies for more than $2 billion months earlier — split RSA’s Fraud & Risk Intelligence unit into an independent entity under CEO Reed Taussig. Headquartered in Bedford, Massachusetts, Outseer has continued shipping new capability since the spinoff: it added Visa FIDO-based 3-D Secure support in April 2024 ahead of Visa’s authentication mandate, and launched a platformized behavioral biometrics offering in March 2025.

Adaptive, risk-based authentication is now a mainstream approach used across the industry, with competitors including BioCatch, Feedzai, and TransUnion’s ThreatMetrix.
