Overview

ISARA builds the tooling organizations need to find out what cryptography they’re actually running and then migrate it before quantum computing makes it obsolete — a problem most enterprises don’t realize is a multi-year project until they start. ISARA Advance handles cryptographic discovery and risk assessment (scanning an environment to inventory where and how classical algorithms like RSA and ECC are used), while ISARA Radiate is a quantum-safe cryptography library and toolkit for building post-quantum support directly into products. A crypto-agile root certificate developed with Toppan Holdings and Japan’s National Institute of Information and Communications Technology (NICT) extends that work into certificate-authority infrastructure, letting CAs migrate from ECDSA to NIST’s ML-DSA standard without a disruptive rebuild.

Founded in 2015 in Waterloo, Ontario by BlackBerry security veterans working with University of Waterloo cryptography researchers, ISARA raised $11.5 million in seed funding from Quantum Valley Investments at launch and a further $10 million Series A from Shasta Ventures in 2018, for roughly $21.5 million in total disclosed funding. The company was an early contributor to NIST’s post-quantum cryptography standardization process, giving it a credibility position most PQC vendors that emerged after NIST finalized its standards in 2024 don’t have.

ISARA’s commercial reach now extends into the US public sector: Carahsoft began distributing ISARA’s solutions to federal customers via contracting vehicles including NASA SEWP V in 2026, and the company has a strategic partnership with The LightBridge Group targeting US government PQC migration and risk-management work. At roughly 24-40 employees, ISARA remains a specialist rather than a broad platform vendor, competing on technical depth in cryptographic migration rather than breadth of product.

Innovation Matrix Assessment

Innovation Velocity 6/10

Continues to extend its product line into new infrastructure layers, most recently a crypto-agile root certificate proof-of-concept with Toppan Holdings and NICT in 2026, alongside its established Advance and Radiate products.

Operational Value 6/10

Founded in 2015 and operating for over a decade with a stable, specialist team (roughly 24-40 employees) and expanding federal distribution through Carahsoft as of 2026.

Market Momentum 5/10

No new disclosed funding round since its 2018 Series A, though the 2026 Carahsoft federal distribution deal and LightBridge Group government partnership represent real commercial expansion in lieu of new capital.

Category Disruption 6/10

Positions cryptographic inventory and crypto-agility as the missing first step before PQC migration, a framing that predates and now underpins how much of the industry approaches the problem -- a genuine conceptual contribution, not just a product feature.

Real-World Efficacy 7/10

Was an early technical contributor to NIST's PQC standardization process and has a validated, named proof-of-concept with Toppan Holdings and Japan's NICT for certificate-authority migration -- concrete, named third-party technical engagement.

Enduring Relevance 7/10

Directly relevant to CISOs and CA/PKI operators who need to inventory cryptographic dependencies ahead of NIST's algorithm-deprecation timeline, a mandatory near-term project for regulated and government-adjacent organizations.

Why CISOs Should Care

ISARA answers the question most CISOs can't currently answer -- where is RSA/ECC actually used across our environment -- which is the prerequisite step for any realistic PQC migration plan.

What Makes It Different

Unlike PQC vendors that emerged after NIST finalized its standards in 2024, ISARA was an early technical contributor to that standardization process and has founders from BlackBerry's security division and University of Waterloo cryptography research.

The Matrix Verdict

62/100 — INCREMENTAL INNOVATOR

A credible, technically deep specialist in cryptographic discovery and PQC migration tooling, now translating a decade of standards-adjacent credibility into concrete federal and certificate-authority deployments rather than new venture funding.

Editorial Note: Claims vs. Verified Findings

ISARA's founding team, funding history, NIST-era contributions, and the Toppan Holdings/NICT proof-of-concept are independently documented in press coverage and partner announcements. Specific customer deployment scale is not independently verified here.
