SecuLore Solutions was founded by Tim Lorello to protect a corner of critical infrastructure that gets little vendor attention: 911 Public Safety Answering Points (PSAPs) and the dispatch networks behind police, fire, and EMS response. Its flagship product, Paladin, is a passive network appliance that sits at the edge of a PSAP’s network, visualizing and monitoring every packet entering or leaving the center without inserting itself in the traffic path — a design choice suited to environments where downtime has life-safety consequences.

In June 2023, Exacom — a 36-year-old mission-critical communications recording vendor also serving public safety agencies — acquired SecuLore outright. Exacom has kept the brand and product line intact rather than folding it into a generic offering, operating and marketing it as “SecuLore, an Exacom Company,” which is why it still merits its own profile rather than disappearing into the parent’s catalog.

For CISOs and IT directors at county and municipal governments, SecuLore is a narrow but high-relevance play: it doesn’t compete with general-purpose network detection tools so much as it fills a gap those tools rarely address — visibility into emergency communications infrastructure that is frequently under-monitored, under-funded, and an attractive target given the operational disruption a successful attack would cause.
